The average price of an older model refurbished iBook is around $180, although, you can find a quality used ones that start around $130. This is by far one of the cheapest and best reviewed mini-laptops / netbooks out there.

As stated before, you will not be able to find a netbook that is under $200 at any physical retail stores, so your next and best option is to buy one on-line. There are many on-line places where you will be able to find cheap netbooks, however, you must be cautious as to where you buy from.
Websites that offer mostly personal classified items being sold by regular people such as eBay and craigslist will have cheap used netbooks under $200, however, the quality of the item has a greater chance of being much less.
Sites such as these have items that people want to get rid of for some reason in order to make some easy money. It's not to say that you can't find some good deals here, it's just the probability of the device being in poor condition, defective, or even broken is much higher.
